Subjects of Grievance Reviews

Any public official may request a consultation on personnel affairs or an examination of a grievance in connection with the conditions of duties and other individual problems such as personnel affairs, organization, treatment, etc. and no public official shall undergo any unfavorable disposition or treatment by reason of such request. Should unfavorable disposition or treatment result from such a request, the public official may be protected from such disposition through an appeals review or a personnel audit and from unfavorable treatment through another request for a grievance review.
Work Conditions
- Matters related to remuneration such as salary and allowances
- Matters related to office hours, rest, and paid leave
- Matters related to work environment, such as workload, work equipment, facility safety, health and sanitation
- Matters related to welfare, such as provision of convenience in residence, transportation and food
Personnel Management
- Matters under the discretion of the personnel authority that are related to appointment, such as promotion,
change of occupation, and transference
- Matters related to standards of personnel administration, such as work performance rating, career rating,
educational training, and service
- Matters related to accomplishments, such as rewards and proposals
Personal Affairs
- Discriminatory treatment related to gender, religion, age, etc.
- Other matters related to work performance from personal mental, psychological, or physical disabilities
Not Subject to Grievance Reviews
- - Matters that belong to other statutes (ex. order of indemnity)
- Matters subject to appeals review, pension benefit review, retrial of dispositions made by the Board of Audit and
Inspection, etc.
- Matters related to management and operation of national duties
- Matters such as the enactment or repeal of Acts, request for budgetary measures, etc. that require the cooperation of the
National Assembly or which cannot be corrected by the administrative agency concerned.
Time Limit for Raising a Grievance
- There is no set time limit for submitting a grievance review request to the head of an organization with a related committee. Once the request is submitted, the head of the organization initiates the review process by referring the case to the affiliated grievance review committee.
In the case of a redeliberation request, however, a complaint stating the reasons for requesting the review should be submitted to the head of an organization with a higher-level grievance review committee within 30 days after receiving a written decision.
Matters that cannot easily be resolved with reviews

○ Although all matters involved in working conditions, personnel management and other issues can be subject to a grievance review, it is advised that the relevant procedure be taken in advance as there are effective means of protection in other Acts for the following matters.
- Matters related to adjudication for compensation by the Board of Audit and Inspection, matters related to pension benefits of public officials
- Unfavorable dispositions that are subject to an appeals review such as disciplinary action and removal from a position
○ Also, it is advised that matters such as those that outline a procedure for raising an objection against personnel-related legislation and simple requests for transference and exchange are handled first through independent systems set in place by the relevant personnel authority
